Pro-people, proactive governance key to Viksit Bharat: PM tells chief secretaries

Prime Minister Narendra Modi on Sunday emphasised collaborative governance as a cornerstone of India’s development while addressing the 4th National Conference of Chief Secretaries in New Delhi. The Prime Minister said that “Pro-People, Proactive, Good Governance (P2G2) is at the core of our efforts, enabling us to achieve the vision of Viksit Bharat”.

He highlighted the importance of focusing on “reform, perform, and transform” and stressed the need to inform citizens about the government’s various initiatives. Further, he urged that the states should reform the governance model in such as way as to encourage citizen participation or Jan Bhagidari.

Addressing the chief secretaries, PM Modi emphasised various methods to boost governance efficiency as well as growth, including fostering innovation in Tier 2/3 cities, simplifying compliance, and promoting citizen-centric governance to support startups and economic growth.

At the event, the Prime Minister also urged states to simplify the compliances, which often lead to harassment of citizens. He further asked states to identify locations suitable for entrepreneurs in smaller cities and take initiative to facilitate them.

He stressed the necessity of the PM Gati Shakti, a central scheme for Multi-modal connectivity, for better governance and growth.
“PM GatiShakti has been a key enabler for good governance. It must be regularly updated and indicators for environmental impacts, disaster prone areas must also be included in it,” PM Modi said.

He also advocated skilled leadership in aspirational districts and urban development through human resource specialisation and infrastructure.

The conference was attended by Chief Secretaries, senior officials of all states and Union Territories, domain experts and senior officers at the Centre.
