How Lucknow will look after becoming the first AI city in India

Artificial Intelligence (AI) has become a buzzword in today’s tech-savvy global community. It seems nothing is complete without the deployment of AI and its use. Satya Nadella, the Microsoft CEO, in his book Hit Refresh in September 2017 only predicted that AI is going to be the next big thing in technology.  He outlined the arrival of the most exciting and disruptive wave of technology humankind will experience in his book as artificial intelligence, mixed reality, and quantum computing.

India’s AI market, which was $3.72 billion in 2021, is likely to touch a whopping $13.54 billion by 2028.

Uttar Pradesh, which has embarked on a journey to become a $1 trillion economy in the next five years, is betting high on AI among Indian states to step up growth across sectors and ensure transparency and better governance.

To begin with, Uttar Pradesh is looking to adopt AI in manufacturing, ICT, retail, and FMCG sectors. The state government has identified IT & ITeS as a core sector that will play a pivotal role in achieving a $1 trillion economy. The new technology will add huge value to manufacturing, healthcare, BFSI, Retail, FMCG, ICT, agriculture, transport, and energy sectors.

Three data centres are operational in Uttar Pradesh and eight are in the pipeline. With the state government working on developing Lucknow as an AI city, youths enrolled in IIM-Lucknow and Dr. A.P.J. Abdul Kalam Technical University (Lucknow) are becoming partners in this venture,” the Chief Minister Yogi Adityanath said speaking at a conclave on ‘Destination UP- Emerging Hub for AI in India’, organized as part of the ground-breaking ceremony 4.0.  Lakhs of the youth of the state will get jobs in their home districts with the opening of new centers in various districts, the chief minister added.

Ease of Doing Business (EoDB) is conducting the pilot for the DIISHA project in two phases. In the first phase, 50 districts from 9 states will be covered, which will benefit 1.5 crore of the population.

Seven cities of Uttar Pradesh — Lucknow, Allahabad, Kanpur, Varanasi, Agra, Muradabad, Ghaziabad — have been chosen for the first pilot, with a combined population of 3.25 crore, out of which 23 lakh people will benefit from the scheme.”

The Asha worker will visit the patient with the device and authenticate the patient’s identity with the help of Aadhaar. Then the screening of the patient will take place based on various questionnaires that the Asha worker has. The patient will then be referred to a doctor, who in turn will suggest tests. A report will be generated based on which the doctor will prescribe medicines. Then the patient’s condition will be monitored if he/she has recovered from the illness.   

At every stage of the process — from screening of patient to treatment and monitoring — data will be generated. All this data will be kept at the Uttar Pradesh data center in Greater Noida. Uttar Pradesh Government and the Union Health Ministry will be the custodians of these data. 

All these data will be used for research. To monetize these data and make the whole scheme partially self-sustainable, it will be made available to pharmaceutical companies for targeted marketing and to insurance companies

The first of six data center buildings in the Greater Noida Data Center Park, Yotta D1 has been set up with an investment of around Rs 1,500 crore and has been built and made operational in a record time of 20 months.

Yotta Infrastructure is building three data centers in Greater Noida. Once fully operational, Yotta D1 will see an additional investment of Rs 5,000 crore in IT equipment.

Now, what does that mean for Lucknow and its people? The envisioned AI city will not only focus on advanced infrastructure but also promote a walk-to-work lifestyle. The city plans to integrate luxury and affordable residential complexes, dedicated spaces for premier engineering and management institutes, and AI-powered internal transport systems.

The government has already allocated around 40 acres of land in the Nadarganj Industrial Area for the development of the AI city.

A real estate developer will be invited to develop and operate the AI city. This includes the construction of office infrastructure and a tower with Grade A office space for incubators, startups, and corporates.

The developer will receive financial support through various incentives like one-time Capex support and 100% stamp duty exemption as per the IT and ITeS Policy 2022.

The AI city aims to create a hub where innovative ideas can flourish and the workforce of the future can be nurtured. This project aligns with the government’s goal of establishing Uttar Pradesh as a $1 trillion economy.

Uttar Pradesh is already placed at an advantageous place among Indian states as it is the sixth largest state in terms of the IT ecosystem and is also home to one of the highest number of startups in India.

The success of IT has been proven with Noida becoming a global IT & ITeS hub. The state aims to further boost this sector by promoting Lucknow. The presence of major IT players like HCLTech and TCS, along with a skilled workforce, strengthens the city’s position as an emerging technology hub.

To make youth comfortable with the digital world, the state government is distributing tablets and smartphones to two crore youngsters under the Swami Vivekananda Youth Empowerment Scheme. More than 20 lakh tablets and smartphones have already been distributed.

During the event, three MoUs were exchanged for the establishment of an AI center. Notably, Abhishek Bose of Microsoft Corporation, Dhruv Kohli of HCL Software, and Shekar Sivasubramanian of Wadhwani AI exchanged MoUs with the UP government.

Yogi Adityanath informed the audience that significant progress was showcased during the fourth ground-breaking ceremony, where projects totaling Rs 10 lakh 24 thousand crores were initiated, aimed at employing over 35 lakh youth. This underscores a monumental leap from the first ground-breaking ceremony, which brought in investments worth Rs 61 thousand crore.
